Dan Hoins is a Nebraska native who has worked and trained at all levels of government. Dan completed his law enforcement career in 2000 when he retired as the Chief of Police in Papillion, Nebraska.
From 2000-2017 Dan served as the City Administrator for the City of Papillion located in Sarpy County, Nebraska.
From July 1, 2017 until December 15, 2023 Dan served as the County Administrator in Sarpy County, Nebraska. Sarpy County is the smallest geographic county (159,000 acres) in the entire state of Nebraska yet the 3rd most populated and fastest growing county in the state.
On January 1, 2024 Dan was appointed to serve as the Agency Administrator for Sarpy County and Cities Wastewater Agency (SCCWWA).
Adding to the uniqueness of Sarpy County is less than one-half of the county is urbanized. There was no sewer infrastructure in the southern 60% of the county.
Dan has led a collaborative effort with Sarpy County and all five cities in Sarpy County to identify, organize, fund and eventually construct Phase 1a of a regional sanitary sewer system.
Phase 1a was commissioned into operation in 2025. Completion of Phase 1a opened up over 10,000 acres for development in southern Sarpy County.
Since 1999 Dan has taught over 110 undergraduate and Masters level college courses in Public Administration, Management and Criminal Justice.
Dan is a graduate of the FBI National Academy and completed the Senior Executive Management Program at the University of Virginia, Darden School of Business. Dan also attended and completed the John F, Kennedy Senior Executive Course for Local government at Harvard University, Cambridge, Mass.
